Abstract


The invasion of alien species has become an issue of universal concern in the world today . The quarantine is to prevent human infectious diseases , infectious animal diseases and parasites , dangerous plant diseases , insects , weeds into and out of the border for the purpose . It may carry dangerous pests of Entry and Exit Animal and its packaging and transportation equipment for testing , development and implementation of the epidemic measures , which can effectively prevent the introduction and spread of dangerous pests artificial , from the source to prevent the invasion of alien species . China and to prevent the invasion of alien species quarantine laws enacted in the 1990s of the last century and more , mainly revised in the 1990s phytosanitary regulations enacted in the 1980s , the Entry and Exit Animal and Plant Quarantine Act , enacted in the 1990s , and its implementing regulations , has been in use up to now , not to make any changes , no longer meet the current actual situation . Quarantine standards because of the highly technical , highly time-sensitive , with the progress of science and technology should be constantly revised to adapt to the new situation , China 's quarantine standards the average standard age of 10.2 years , the average standard of international standards and developed countries in the world standard 3-5 years of age , visible serious aging of the standard , some mandatory standard has been seriously lagging behind in the development of production technology , and can not be used , the impact of the actual effect of the quarantine measures . Set of animal and plant quarantine agency has experienced continuous merger history, side by side from the three major inspection and quarantine authorities combined for Entry-Exit Inspection and Quarantine Bureau in 1999 , to the 2001 merger with the former Bureau of Quality and Technical Supervision of Quality Supervision, now inspection and Quarantine , in charge of the country's quarantine . But the quarantine agencies there are many unreasonable setting , on the exercise of the functions of the lack of normative . To prevent the invasion of alien species , alien species risk assessment is an indispensable part , but the work of animal and plant quarantine risk assessment mechanism is not perfect . Start from the prevention of alien species invasion should be pointed out that China 's quarantine system through comparative analysis of the SPS Agreement, the provisions of the quarantine standards , legislation and quarantine authorities , quarantine standards , quarantine system for law enforcement behavior to be perfect .
