Abstract


Since the reform and opening up, China's economic and social construction and development has made remarkable achievements. But a substantial increase in the overall standard of living of urban and rural residents, urban-rural dual economic structure of the national macro-policy to transition tilt of the city, making the already existing urban-rural gap is widening, the \has an important impact on China's economic and social development in rural areas, the supply of public goods in rural areas is more prominent, and a serious threat to the stability and sustainable development of our society. Although the reform of rural taxes to reduce the burden on farmers to improve certain aspects of the supply of public goods in rural areas, but the main problems in the supply of public goods in rural areas have not been effectively resolved. Therefore, from the theory and practice to solve these problems, in particular, the effective supply of rural public goods became placed in front of scholars and governments at all levels of the key issues. This article aims to explore the ideas and methods of effective supply of public goods in rural areas. Learn from scholars of existing research results on the basis of the theory of public goods theory as the theoretical basis, comprehensive application knowledge of economics, public management, the use of normative analysis and empirical analysis, static analysis and dynamic analysis phase combination of methods, starting from the basic theory of public goods supply mechanism and rural public goods theory, and a review of the historical changes of rural public goods supply mechanism. On this basis, the analysis of the status quo of China's rural public goods supply, the overall supply of public goods in rural areas lack the structural imbalance of supply and demand as well as in rural areas throughout the range of public goods supply imbalance is the main problems in the supply of public goods in rural areas. The reason for these problems is that the urban-rural dual structure of urban and rural public goods supply imbalance is not clear responsibilities of all levels of government supply, the supply of top-down decision-making mechanism, the lack of demand expression mechanism and other main supply missing. To solve these problems to the effective supply of public goods in rural areas, we need to continue to improve the existing government authority rural public goods supply mechanism, if we insist on the integration of urban and rural public goods supply-oriented, to further clarify the responsibility of all levels of government supply, according to the rural public the nature of the product select the appropriate supply decision-making mechanism and to construct a reasonable demand expression mechanism, and the establishment of the market and the development of rural public goods supply mechanism volunteering supply mechanism. To building under the new situation of urban and rural development-oriented scientific and rational, fair and equitable rural public goods supply mechanism.
