Abstract


“Treaty Re-negotiation Movement”of Nanjing Government is the first diplomatic movement of China that make important and practical progress on abandoning unequal treaties before the founding of PRC. In recent years, the academic circles give this movement a basically positive evaluation, but still blame this movement for not strongly and totally enough. However, we should not judge this movement only by the progress of the“Treaty Re-negotiation”itself, but also by the Chinese foreign policy at that time and the political and economic influence brought by the movement. Actually, the“Treaty Re-negotiation Movement”enhance the development of Chinese economy, maintain the domination of Nanjing Government and create a relative favorable international environment. This is the first part discussed by this article.On overall strength, China is still a weak power of the world. So it is worthy researching the reason why“Treaty Re-negotiation Movement”can succeed in such a situation. We will try to make out some reasonable conclusion by analyzing from four respects: International background; Domestic environment; Personal factors of the leader of Nanjing Government and the tactics. This is the second part discussed by this article.Finally, by the case study of this movement, we will discuss the diplomatic tactics China can take as a relative weak power, facing more than an opponent. China is a major power since ancient times, with tradition of major power thought in its foreign policy. However, National strength sometimes doesn’t change according to peoples’will. What foreign policy is most favorable when China is in a weak position is also the question we should research.
