Abstract


Research Purpose:American University has been carrying out inter-school sports competitions for more than a hundred years of history, has experienced from the initial between Harvard University and Yale University the spontaneous boat race to the current organizational system of the evolution of competition, inter-school sports competition has become an organic an important part in higher education. Inter-school sports activities not only love by the students ,to infiltrate every corner of the campus of the University, but also attracted the concern of large social groups to create a good social effect. At the same time, the University of Physical Education has play an important part in Competitive Sports and Professional Sports League of USA. The American national collegiate athletic association (NCAA) as the regulatory agencies of the inter-school sports competitions, developed a detailed and comprehensive rules and regulations,to carry out inter-school sports competition in an orderly manner, and to form healthy and sustainable development personnel training mode.This research is based on the perspective of management science, study the rules and regulations of United States collegiate athletic association, aims to provide advice and theoretical basis for improvement of management effectiveness and management level of the federation of university sports in china.The results of this research has a certain of theoretical and practical significance.Research Methods: Research Methods:The main use of document,logical analysis, mathematical statistics, and so on.The Results Show That:NCAA’s major achievement is the formation of its own race system, the introduction of a high level of competition, the cultivation of all-round development people, and the delivery of many excellent sports talent for the national team and professional sports league, And bring about better development of mass sports .The constitution is the core of the NCAA’s rules and regulations,Provided the fundamental problem and major issues,it provided the basis for the formulation of the operation and management regulations .Operating rules and regulations are specific statutes of the constitution ,and have localized, only provides one aspect of the NCAA’s problem and specific.The internal organizational structure of the NCAA’s rules and regulations can be concretely divided into the formulation of rules and regulations,the management content of rules and regulations,violations of discipline,the implementing agencies of rules and regulations in four parts.NCAA’s success are inseparable with their advanced management concepts. NCAA management concepts mainly covers the concept of the education first, the system first, the supervision for the plaques. The concept of education is mainly reflected in the NCAA basic objectives and guiding principles on these two points; NCAA scientific and rational internal management agencies, the reasonable division of the responsibilities and authority of the management, strict rules to deal with the work methods and procedures are is an effective internal control system; a good monitoring mechanism is specifically manifested in the operation of the power of organization, financial management and supervision, personnel system, decision-making.NCAA have full management rights, embodied in the management of a wide range and the management on the level of detail of these two points.NCAA’s management rights obtained mainly by approve contracts;in the organization structure, with the characteristic of flexibility and adaptability, clarity and economy and so on.NCAA’s management experience are many, mainly reflected in the set up and consummate the rules and regulations, the set of the management concept, the set of management organization , the operation of the market, the constraints and incentive mechanisms of the students athlete’s studying and training athletes.NCAA’s major inspire in its nature and the scope of its rights,the set and consummate its rules and regulations, management,the set of management organization,the reform of competition system ,the constraints and incentive mechanisms of the students athlete’sstudyingand training athletes that must give us some aspects of the Enlightenment.
