Abstract


On the evolution of the system,for a long time that there are two opposing views: One is the view of spontaneous evolution of the system that is held in the Evolutionary Economics; the other one is the view of Man-made design of the system that is held in the New Institutional Economics. However, the two views of evolution of system are not well to explain the evolution of the system. In recent years, there is a new perspective appeared on the evolution of the system’s research: The evolution of the system is not only a spontaneous evolution of the process, but also a man-made design process. In the new framework of analysis on system, we will be able to coordinate the research methods that was commonly used in the Evolutionary Economics and the research methods that was commonly used in the New Institutional Economics, which is carried out on the in-depth study of the evolution of system is of great significance.In this new perspective, this article analysed and studied the special process of our army’s joint logistics system changes. Under the new perspective of analysis of the evolution of the system, we will not only be able to make closer to the reality of our military to explain these issues that arising in the course of our army’s joint logistics system changes, and to get related inspiration, but also be able to arrive at a useful policy recommendations that is used to guide our army’s joint logistics system reform.The main part of this paper can be divided into three parts: Chapter 2, Chapter 3, and Chapter 4. In Chapter 2, we analyzed the evolution process of our army’s joint logistics system, and pointed out that the evolution of the joint logistics system is a special process of institutional change. We absorbed some methods and tools that were often used in the New Institutional Economics in this section, such as analysis of the balance system and the cost-benefit analysis of the institutional change. That various cost factors have an important influence on the process of our army’s joint logistics system changes. In Chapter 3, we analyzed the two characteristics of the evolution of joint logistics system: System of Relevance and Path Dependence, as well as the positive and negative effects that the two characteristics have. During the course of our army’s joint logistics system reform, it is necessary to take full advantage of the characteristics of both the positive side, and efforts to avoid its negative side. In Chapter 4, we analyzed the main body of the evolution of joint logistics system. This section introduced the thinking of the evolutionary game, and revealed that the various types of main bodies play a different important role in the process of our army’s joint logistics system changes. In order to further push forward the reform of joint logistics system, we should not only give full play to the main bodies at all levels, but also straighten out the interaction between them, and establish a scientific, smooth interaction mechanism.
