Abstract


Looking over the economic history, finance came into being along with economic development. Later it exceeded economy and developed independently. In the same time, from occasional solicitation because of wars, disaster and venture to combination with economic crisis periodically and breaking-out with eruption of financial foam, financial crisis experienced its different stages. Accordingly, financial risk also experienced individual risky event, integral risk of currency credit and national or global risk. At one time finance was important impelling factor while insecure factor that could threaten economic development now.In the present thesis, the definition of financial security and its relation to financial risk and financial crisis were discussed. In the meanwhile, the mechanism of creation of financial risk, as well as the solicitation and conduction of financial crisis were analyzed. Considering the essence of financial crisis and the new environments of globalize financial crisis, as well as the analysis of the cases of international global crisis, financial supervision in China was compared with international cases and suggestions proposed. Our opinions of financial security in China were put forward: the first, the financial crisis in globalization was infectious, so the confidence crises was spreading rapidly to adjacent countries and areas, although the internal deficiency of national economy was predominant in eruption of crises; the second, confronted with internationalized finance, the daggling pattern of financial supervision would do great harm to the subsistence and development of China in global financial integration, if the innovation of financial supervision in accordance with international standard was not carried out. We also set form countermeasure to financial supervision in China: the first, enhance supervision of banking industry; the second, increase the power of central bank and be cautious to financial derivatives; the third, establish regulatory linkage mechanism by seeking international co-operation; the fourth, build up substantial economic base according to economic rules.
