Abstract


The reduction rent for land and interest on loans was a special agrarian and economic policy carried out by Communist Party of China during the War of Resistance against Japan aiming to reduce the burden of peasants. The essence of the reduction rent for land and interest on loans is ridding of rent and interest rate cut as well as paying rent, which not only Protects both the rights and interests of the masses of working people, also can maintain the basic rights and landlords. The Shaanxi-Gansu-Ningxia border region as the Chinese revolution rear area, the central committee of the communist party is implementing various policy model. This essay will comprehensively elaborate the Shaanxi-Gansu-Ningxia Border Region’s rent cut-rate policy implementation background, implementation process, the problems existing in the production of implementation and effect after implementation.This thesis is mainly divided into the following several parts:The first part lays special emphasis on special background of interest rates on ridding the policy implementation and the agrarian relationship in the region of Shaanxi-Gansu-Ningxia Border. It makes clear that the Shaanxi-Gansu-Ningxia Border Region’s rent cut-rate policy is an alterative agrarian policy that the communists can joint all sectors of the power to Anti-Japanese War with the special background of the country facing internal disturbance and foreign aggression.The second section mainly discusses policy implementation process of the reduction rent for land and interest on loans rents in Shaanxi-Gansu-Ningxia border region. Its implementation experienced a preliminary propaganda stage (1937-1940), the implementation stage (1940-1942), the comprehensive implementation stage (1942-45), and re-examination consolidation stage (1945-1946) etc. At each stage interest rates policy presents different characteristics.The third part chiefly discusses the problems existing in the course of the interest rates policy implementation and measures taken by the government. There existed specific such as problems of land disputes border region, debt disputes problems, strata (landlords and peasants, cadre) in the process of ridding them in mind change, interest rates process of law demanding with implementation problem. The government was also in constant improvement and solution in accordance with different existing problems.The fourth part mainly talks about the social changes brought by the interest of ridding in Shaanxi-Gansu-Ningxia border region. The implementation of the policy of ridding cut-rate brings various aspects of changes in the field of politics, economy, life and so on, which guaranteed the victory of the Anti-Japanese War, weakened the feudal relations, and improved people’s standard of living in border region.The fifth part is the conclusion. The reduction rent for land and interest on loans policy played a positive role as well ascertain effect at that time ,yet this policy is an immature agrarian policy, and the influence was also limited o in Shaanxi-Gansu-Ningxia border region. Therefore, after the victory of the Anti-Japanese War, it was soon taken place of by more mature agrarian policy .
