Abstract


Service outsourcing, as a kind of new international trade in services exports from developed countries to developing countries, has been rapidly developed for the background of economic globalization in recent years. Currently, Dublin and Bangalore are the leaders in service outsourcing industry in the world. Domestically, Chinese government has established 20 service outsourcing based cities including Wuxi in order to focus on the development of service outsourcing industry. Wuxi, as an important manufacturing base in the Yangtze River Delta, because of environmental factors and the demand of transformation of manufacturing industry, starts to transform modern manufacturing industry to modern service industry in recent years. The emergence of service outsourcing industry is a historic opportunity for the industry restructuring. Wuxi government is also attached considerable importance on the service outsourcing industry.The main purpose of this dissertation is that introduces the present situation of service outsourcing in Wuxi and finds problems from government, enterprise and personnel aspect through creating service outsourcing model, SWOT analysis and comparative analysis, finally submits some suggestion. Now, from the view of government, the main problem is lack of protection of industry environment and supplying too much assistance to develop service outsourcing industry; from the enterprise perspective, most Wuxi’s enterprise is small scale and shares low proportion of European and American market; from personnel aspect, there are few universities and different culture background leading to a serious shortage of personnel supply.Lastly, this dissertation proposes some suggestion. From the government level, the main measure is that should improve the environment and establishes the service platform and one-stop service model for enterprise and creates corporation alliances to undertake large projects together. From the enterprise level, the enterprise should enhance the proportion of European and American market and focus on BPO, advanced cartoon industry outsourcing, local enterprise industry outsourcing. From the personnel level, the main measure is that improve the employment environment, increase payment to employees, at the same time, bring up personnel from high, mid and low three different levels.
