Abstract

The township government is the most important grass-roots political power, which is the form of government most closely linked with the rural area. As Grass roots government, its credibility will not only have a direct relationship to the new process of rural construction, but also related to the construction of harmonious society. In the background of declining credibility, the credibility of the township government is facing greater challenges. The credibility of the township government means a kind of credibility which is come from the interaction with the public .This capability makes both the administrative functions of township government and the positive interaction between the township government and the people come true. This kind of ability of township government not only reflects the objective effect of its power, the situation of public services, public liability cases, administrative action , but also reflects the required of people when they trust the township government.After researching the An Ding in Shan Xi Province, this article describes and analyses the few industrial Zones in the western area and the status of the township government credibility is so good in the less developed area. The villagers were not so satisfied with the policy of the town ship government. And the financial problem was the main reason that caused declining credibility of the government, which means the township government in the provision of the credibility of public services must be strengthened. And also points out the adversity of the reason.Definitely, to evaluate credibility of a township government may considered from several aspects, one hand is the public services provided by the township government; the other hand is the openness level of the township government, especially in the information disclosure of financial issues. What is more, there is an important aspect which is the level of law-based administration in township government. Reference to these standards, in order to enhance the credibility of the township, government needs variety ways to establish both a service-oriented government and open and transparent government. What is more, the township government should implement the police of law-based administration. Township government should earnestly comply with the new state’requirements that the township government should transform the government functions and position. In order to improve credibility of a township government, township government should increase the level of information disclosure, strengthen the administration, and improve their quality of cadres, and strive to practice the scientific concept of development, highlight the implementation of actions.
