Abstract


China has entered the aging society, but the disabled elderly, the poor elderly, lack of capacity, and many other social pension age issues, are illustrated the seriousness of Aging Development. At home and abroad quite a lot of research on aging issues, but from the overall height of the cause of aging research in less devoted to the government to carry out responsibilities and discuss the results as not many. This paper analyzes the cause of aging with a holistic perspective, in which the government should play a role as the starting point in the development of the cause of aging and as a government responsibility to carry out research in this topic. At present, China's aging population has a large, fast, structural imbalances, the number of senior citizens, and grew faster and more empty-nest elderly families in large numbers and other features. Population aging on government's challenges are mainly reflected in the old before getting rich on the social security system, the challenge of demographic change on economic development challenges, low birthrate and aging challenges for pension model, a special service system for elderly elderly population challenges and regions, between urban and rural differences in aging co-ordination of policy and fairness challenges in five areas. Cause of aging in the development process, the Chinese government has made great achievements and accumulated considerable experience, but also exposed some shortcomings. At present, China has established a national mechanism for the cause of aging, billions of dollars at a lower level of protection of the basic livelihood of the elderly, the continuous development of social welfare and pension services industry started to guide the elderly, focusing on safeguarding the legitimate interests of the elderly. It should be noted that the Government in the development of the cause of aging process, there is a certain \insufficient, ineffective supervision and management. According to the development of the cause of aging in developed countries the lessons should be the cause of aging in the development of our government's responsibility positioned: to achieve wide coverage of social security, a sound legal and institutional environment in order to create the right soft, strengthen supervision and management to stimulate social forces together participation in the cause of aging building, human resources development of the elderly, the elderly workforce to enhance the efficiency and service levels. Recent should seize the five focus points, one source of funds to expand and strengthen regulatory capacity, and second, to promote equitable distribution of health care resources and the rational allocation, three are local conditions, the person should develop diversified pension model, four are potent guide aging industry development and growth, five are actively nurture civil society.
