Abstract


To adapt to the needs of the reform and development of higher education to meet the market economy, especially since China's accession to the WTO challenge to the higher education market, the construction of an optimization, lean, efficient management of colleges and universities contingent of cadres, and fully mobilize the enthusiasm and creativity of the management to improve management level and efficiency, it is necessary to deepen the reform, the existing College Management System to explore a whole new personnel management system suitable for the development of universities. The original College Management System in personnel hiring, compensation management, training, assessment, competition eliminated the drawbacks become increasingly apparent, the work of a large number of university management are not enthusiastic, ineffectiveness, outdated management experience, has been gradually adapt the development of higher education needs. System of higher education staff is ready to come out as a new reform product. The staff of the higher education system in recent years, a new initiative to deepen the reform of university personnel system, continue to be reflected in the superiority of this system since 2000 to start a pilot, but in specific the pilot process, there have been many problems to be solved need to continue to improve and perfect the various supporting measures and systems. In this paper, based on a large number of existing research data collection by visiting survey part of the pilot universities, exploratory the universities existing management system defects, compare the similarities and differences of the staff of the higher education system and the State Civil Service appoint in Shegang, training and appraisal, compensation management, personnel access and other aspects of a more comprehensive analysis of the Higher Education Staff System; pilot Education Staff System based on some universities in China, the focus of this system in the pilot process \difficult issues were discussed and analysis; final theory combined with the actual proposed to establish appointment mechanisms to promote incentives perfect training mechanism, improve the assessment mechanism, strict elimination mechanism to further improve and perfect the system of higher education staff, makes this The system is getting more sophisticated, and gradually promote the use of the national college. Higher Education system is suitable for the development of higher education in China, the best way for the deepening of the university personnel system reform. Implementation of the Higher Education Staff System is conducive to the realization of the university management, low-cost, high-efficiency, scientific and sustainable development.
