Abstract

As an important part of vocational education of our country, civil-sponsored secondary vocational education has great importance in adding educational resources, training technical and practical worker, improving the quality of human resources, speeding transition of economic growing manner, and is meaningful in adding famers’income, improving industrial level of agriculture. Thanks to the support of policies and the faster growth of economy, civil-sponsored vocational education experiences a great advance. However, there are many problems in educating qualified persons, and there will be no future for the civil-sponsored secondary vocational education.Scientifically defining the meaning of civil-sponsored secondary vocational education, it’s affecting factors and safeguarding system is theoretically helpful to analyzing present condition of civil-sponsored secondary education, summarizing the problems in quality of it. Four aspects deserve attention in defining the meaning of the quality of secondary vocational education, which are the characteristics, the social adaptability, the contents of this kind of education and the quality of process management. The guarding system of quality is composed of four parts, and they are the relation between students and teachers and their communication, communication networks across the organization, and as well the cooperation between the schools and enterprises.It is helpful to get knowledge about development of civil-sponsored secondary vocation education for getting clear and direct information about the problems of quality in civil-sponsored secondary vocational education. An interviewing of students studying in school, graduates, employers, managers of school, teachers and the governors helps getting the feeling and satisfaction of the interviewed respectively in teaching in school, the gains after studying, the quality of the graduates, the working condition, the environment of secondary vocational education, and the policy making, and so on. After descriptive statistics, this paper uncover the quality problems in civil-sponsored secondary vocational education, and the make an analysis on the causes of the problems above, and finally offers suggestions on solving the problems. Students’satisfaction of teaching quality is at a lower level, explained by the bad activeness and interest in learning, and by bad feeling and satisfaction of gains from learning. Such a condition comes from not only students’efforts but the severe teaching quality of civil-sponsored secondary vocational education. Awareness of gains among graduates is clearer than students in school. Research shows most graduates have the idea that there is no connection between the knowledge given by the school and the request from the employers. More training is needed to improve their ability.Civil-sponsored schools have a wrong idea about objects of secondary vocational education. Most of the schools don’t have a clear awareness of the knowledge structure and ability. Most of the schools don’t have a common sense of Criterion of teaching quality and what kind of person they should educate. There are also some problems in process management in civil-sponsored secondary vocational education. A democratic concept is not applied in most of the schools, and they can’t get good suggestions from the teachers and students. Problems in the organizational structure are also the causes of the bad quality.Problems above can be explained from respective of idea and concepts, course design and teaching activities, textbooks exploration and supervisor system. The respective of idea and concepts refers to the awareness of marketing and lack of democracy. Problems in course design and teaching comes from late revolution in education. Problems in textbook construction and development come from wrong writers. Problems of guarantee system can be explained by wrong criterion and supervisors.Countermeasures of those problems includes enhancing and improving recognition, scientific course design, textbooks of high quality and a good guarantee system. The first aspect requests strong marketing awareness in educating and person-oriented management perspective in process management. In course designing, more attention should be paid to the importance of change in courses, and to the connection between courses and objectives. A revolution directed by modern course theory is needed and the connection between middle and higher vocational education is the same important, and also attention should be paid to the continuity in change. In the aspects of textbooks construction, courses and practices should be combined, and the attractiveness of textbooks should be improved. In guarantee system, scientific criterion is needed and companies should be encouraged to get involved in development in civil-sponsored secondary vocational education development.
