Abstract


Economic development is inseparable from technological progress, the college is the main promoters of technological progress, but technological advances can not be merely Theoretically, the technology only into productivity only have value, but according to Zhang Ping of the number of patent applications in China 100 universities, research, colleges and universities, the number of patent applications is rising, the conversion rate is in decline. Currently, the conversion rate of scientific and technological achievements of the Western developed countries up to 50% -70%, the United States and Japan and even reached 80%, while China is still less than 20% of colleges and universities is lower. Improve the conversion rate of patents and technological achievements not only is an important task faced by the universities, but also the requirements of China's development strategy. In June 2008, the State Council issued the Outline of the National Intellectual Property Strategy Outline strategic goals is to improve the ability to use the intellectual property and promote independent innovation intellectual property, commercialization, industrialization, and give full play to the institutions of higher learning and scientific research institutes an important role in the creation of intellectual property. Technological achievements into the impact of university patent are many factors that directly affect the selection and application of the transformation of the way the college patented technology achievements into success rate and yield. This article universities patent and technological achievements in the way the object of study, combined with the characteristics of Jiangsu Province, and analysis of Jiangsu university patent and technological achievements in the way effective strategy.
