Abstract


Compulsory biggest imbalance is reflected in the uneven teacher. In the vast rural areas, due to working and living conditions are behind the city, teachers and low welfare reasons, talents are reluctant to rural schools, already serving excellent teachers will try to leave, which already exists for the structure does not reasonable, the overall quality is not high in terms of rural teachers is even worse. Although the government and leaders at all levels attach great importance to the construction of rural teachers, repeatedly proposed to improve the welfare of rural teachers have taken appropriate measures to protect the basic rights of teachers in rural areas, but these measures are still far from meeting the rural teachers the basic needs of rural teachers in this post is not attractive enough. Current rural teachers' welfare policy still not stable and excellent teachers in rural areas to provide strong protection supplement. At the same time, rural teachers in difficult conditions where diligent work, dedication, contribution to the development of rural education of their own strength. When the community has come advancement and development of human civilization are inseparable from the hard work of teachers, when this consensus, the majority of teachers in rural areas still do not get proper treatment. Thus improving the social welfare of rural teachers, protect its interests, for rural teachers to establish an effective supplement and stabilize the security mechanism is of great significance. In this paper, with teachers several concepts related to social welfare talk (including social welfare, occupational welfare, teacher wages and benefits, etc.), describes the basic functions of teachers as well as social welfare theory, theoretically pointed out the social welfare of rural teachers for teachers team building and building a harmonious society has an important role. The main purpose of the study is to solve the problems, which the author introduces the world's major developed countries, primary and secondary school teachers of social welfare and its characteristics, ease of reference. Also mentioned above, the Government has taken appropriate measures to protect the basic rights and interests of rural teachers, but the effect is not very satisfactory, whether the existing social welfare of rural teachers what problems still exist, rural teachers at work and in life, what are the specific difficulties? solve this problem, the author analyzes the rural teachers existing social welfare system, and through questionnaires and interviews on the lives and welfare of rural teachers in-depth understanding of the current situation, I found that rural teachers at work and in life The biggest problem is the presence of low allowances and subsidies, housing difficulties, infrastructure, basic public services backward. To solve these problems, the author proposes a number of specific recommendations.
