Abstract


Industry cluster as an important way to enhance regional economic competitiveness, and it’s of the inevitable choice to speed up regional economic development. The formation and development of industrial clusters has a certain regularity, industrial clusters plays an important role in the formation and development of it. Particularly, the local government closer to the grassroots and has a better understanding of it, In this paper, through theoretical research on local government and industry clusters .we analyzed the intrinsic link in the role of local government and industry clusters,and proposed response to local governments to promote industrial clusters .it’s provide a reference for our local governments to develop regional economic development planning and policy.Firstly, it’s studies the present situation from the domestic and foreign country’s ,and expounded the relevant definition of local government and industry cluster. then give the definition of the industrial clusters and local governments, this is the subject of theoretical basis of this paper.Secondly, it’s describing the internal relations between the local governments and industry cluster development, this is based on the analysis of local industrial clusters on the role of various stages of development, and demonstrates the role of local government and the promotion of the relationship between the competitiveness of industrial clusters.Thirdly, on the perfection and development of local governments to promote development of industrial cluster policy. then proposed development proposals for local governments to promote industry cluster, furthering and enriching the theory of the role of local government.Finally, select the Wuhan city circle as the empirical analysis of industry clusters, in this paper, Wuhan City Circle industry clusters as an example to verify the effectiveness and feasibility of the proposed method. It’s very feasible.
