Abstract


Emergency management capability to develop a scientific and reasonable evaluation index system , the establishment of a unified and standardized emergency management capability evaluation system , efficient emergency management capability assessment at all levels of government and relevant departments on a regular basis , and has important implications for improving our emergency management capabilities . However, the current view of academic research and practical emergency work , the work of our emergency management system performance evaluation is still very weak . In this paper, the use of the basis of the theory of systems engineering , management , system evaluation , the theories and methods of evaluation of disaster emergency management capabilities . First , by comparing the domestic and international existing research results , the evaluation of the concept of the new concept of emergency management and emergency management capabilities ; based on analysis of the structure and functions of the emergency management system , according to the stage of emergency management division theory do a brief review and evaluation theory . Second , we compare a specific assessment of the United States, Japan , China and Taiwan and Mainland emergency management capability assessment indicators and evaluation methods to analyze the advantages and disadvantages of each , the South snowstorm in 2008 and the Wenchuan earthquake in China in the emergency management lessons reflection . Established on the basis of the above work , according to the theory of general procedures for systematic reviews of disaster emergency management capability evaluation system , and the main content of the evaluation system - evaluation index system elaborated . Finally, aside weights tied layer bit evaluation mode introduced in disaster emergency management capability assessment , the horizon disaster emergency management capability evaluation mode ; 2007 Qinhuangdao City emergency management related data , control proposed evaluation theory, Qinhuangdao City emergency Management status comments put forward a number of suggestions for improvements .
