Abstract


This article focuses on spatial urban poverty, poor urban agglomeration specifically, the characteristics and formation mechanism. Spatial concentration of poverty and poor communities to form an international city is a typical feature. With the acceleration of urbanization and urban economic restructuring, the different social strata widening income gap between the urban poor strata formed rapidly expanded and diversified. Income inequality in space showed the presence of poor communities, poor communities to become an important part of the ecology of urban poverty. Addressing urban poverty to become the key challenges facing the government. Study material forms the basis for the division of poor communities, the use of remote sensing images in Google Earth, to map out spatial concentration of poverty in Shanghai map. The results show that poor communities in the suburbs of Shanghai massive distribution of the inner ring within the sporadic independently distributed. Composition of the population according to the streets, geographical location, type of housing and other standards, can be divided into the original \Changes in time and space, and the distribution of poverty in Shanghai in the 1990s before the continuation of the liberation of the basic pattern. The 90s has nearly 20 years of economic reform and urban development, a profound impact on the distribution of poverty in Shanghai: the poor in composition diversified characteristics presented in the spatial distribution characteristics of suburbanization and centralization. Shanghai, the existence and formation of poor communities, is the result of many factors: the context of globalization of foreign capital into the local government's pursuit of globalization city status to the local system for the media, with local economic, institutional factors acting on the urban poor. Brought about an increase in poverty, and poverty in the space formed by the aggregation. Disadvantaged groups is a diverse and space suburbanization, centralized, requiring us to rethink the current anti-poverty strategies. That is to take a community-poor policy objectives: the number of government departments have jointly developed a comprehensive plan: by improving the living conditions of poor communities to attract foreign capital, to promote community development and increased employment opportunities; open access to those with poor more resources and areas of opportunity. Population living in poverty to improve their knowledge, skills, access to more employment opportunities, increase revenue, and thus have the ability to change their poverty, get rid of the plight of individuals and communities.
