Abstract


In this paper, the the currently prevailing executives and civic virtue Absence from the point of view of the government responsibility to discuss how to fulfill the government as a public authority and moral responsibility , to guide executives and citizens to form a correct outlook on life , and morality . Analysis of two studies , normative analysis and empirical analysis , historical analysis and logical analysis . The innovation of this paper is to study perspective and innovative content , according to people in the past generally concerned about the political responsibility and liability of the government , the paper emphasized the importance of the Government 's moral responsibility , and content through moral discipline and education and ways of thinking to looking for the Government to fulfill its moral responsibility . The final draw moral community building of government responsibility in the implementation of path: One is to improve the government 's self-regulatory mechanism , a correct understanding of the value orientation of the building of the government moral responsibility , and strengthen the moral consciousness , strengthen the construction of official ethics to improve the credibility of the government , to strengthen the authority of government oversight ; two implementation of moral legislation , strengthen the system construction , improve the moral law system , and improve ethics oversight mechanisms , and improve the moral punishment mechanism ; Third , is to strengthen the social and moral education , promote correct morality , strengthen ethical media publicity , and the development of moral education .
