Abstract


The old-age insurance system in China has experienced 20 years of development , has been initially successful , With continuous reform and development , there is a problem worth further research , theoretical and empirical study of these problems and find the root cause and solutions , the pension insurance system The reform has important significance . The pension insurance in China at this stage does not implement a national co-ordination , the basic old-age insurance in Shaanxi Province experienced co-ordination from the city and county level to the provincial co-ordination of the reform process , with its unique the \Purpose is to ensure the basic living standards of retirees pension insurance system , the study of changes in the the pension level before and after the increased levels of overall planning and the actual living standards of retired workers of the enterprise of one of the pension insurance body , is conducive to the pension insurance fair target , and to prepare for the National Co-ordination . In this paper, the theory of social equity , income redistribution support , from the point of view of enterprise retirees provincial co-ordination of the basic old-age insurance in Shaanxi Province before and after the impact of the pension for enterprise retirees , and analysis of the level of co-ordination in the pension benefits , issuance , transfers , and other aspects of the life of the enterprise retirees . Trying to enterprise retirees basic standard of living has improved from the theoretically proved Manpower higher levels . Pension Insurance of Shaanxi Province, to co - ordinate the provincial co-ordination of the actual survey analysis and planning at the provincial level before and after the data is estimated , and effectively confirms the basic living standards that will help protect and improve the overall level of enterprise retirees , narrowing the regional pension the gold income gap is more conducive to the realization of the fairness of the basic old-age insurance and income redistribution function . Through analysis and demonstration , to provide some of the theoretical and practical basis for the implementation of the national co - ordination , obtained planning at the provincial level will help ensure and increase enterprise retirees pension income and improve the basic living standards , but still there are some problems , and the transition to the National Co-ordination , and a number of recommendations on these issues .
