Abstract


Since the reform and opening up, China's political system, economic system, and social system have undergone a huge transformation, continuous improvement of people's living standards. At the same time, with the establishment of the socialist market economy, at all levels of government functions is also changing the gradual weakening of the government's economic management functions, social management functions increasingly imposed. Government spending is an important foundation for government departments to achieve its functions and means the expenditure structure reflects the functions of government departments tendency. Reasonable and effective supply of public goods, to meet the needs of residents of public goods is the main objective of the government spending. In China's economic and social progress at the same time, the structure of government spending there is a series of contradictions, such as the increasingly serious problem of repetition of the basic construction, education, medical and health, such as social security backward. Of this particular political centralization, while the system of fiscal decentralization, the local government as the provider of local public goods, its behavior by many. The residents of public goods demand and government supply tendency is to determine the structure of government spending. Government spending arrangements in the region, the government's behavior results with uncertainty, the ability to meet the needs of the public for the target to become the important factors of the structure of government spending. As an important means of government macro-control government spending, plays an important role in the socio-economic development process of local government expenditure structure influencing factors conducive to better improve the efficiency of the supply of public goods, the reasonableness of the structure of government spending . On the basis of previous studies, this article from the demand for public goods and government supply two angles theoretical analysis of the factors that affect the structure of local government spending, and the use of empirical data to be tested. The conclusion of this article is: from the perspective of public goods demand, the level of income, demographic factors on the structure of government spending has a significant impact positively correlated with social service expenditures related to the economic constructive expenditures negative population structure of government spending the impact is not significant; supply from the government point of view, fiscal decentralization and government competition of these two measures the government supply decision-making twisted variable also exists a significant impact on the structure of expenditures, contrary to public goods demand factors influence. The paper is organized as follows: The first part is an introduction, which dealt primarily with the background, research significance as well as article writing ideas; second part of the current economic circles of local government expenditures related research as well as the impact of expenditure structure research; Part III from public product demand point of view of the structure of local government spending, mainly in terms of income, population and tax factors; fourth part of the analysis from the perspective of supply by the local government expenditure structure of local government, mainly from government supply external and fiscal decentralization, incentives, as well as rent-seeking and corruption angle analysis; Part V of the use of statistical analysis and econometric model analysis of fiscal expenditure structure and the relationship of various factors.
