Abstract


At present, the financial sector in rural China has many problems, from the macro level in terms of formal financial institutions mainly in financial services is difficult to place, and supervision of private finance in the case of zero unplanned development, mainly from the micro-level stresses in the financial ecology poor business environment, leading financial institutions, difficult, and farmers and rural enterprises, the long-term because of "difficulty in obtaining loans," which plagued its development. All of these issues embodied in rural finance a serious imbalance in supply and demand. Practice has proved that the original executive-led rural finance has hampered the development of the rural economy. Therefore, the market leading into the rural financial system reform and development are the real urgent needs.Hunan region through research that the commercial orientation of rural financial institutions, the reform of rural financial institutions will inevitably lead to the "three rural" weakening. The existing rural financial institutions to farmers, are the formal financial or external finance. These external financial institutions are unable to enter the village, could not get operators. Research paper concluded that:a fundamental solution to the problem in getting loans farmers must establish a new rural financial institutions, thereby contributing to the sustainable development of agriculture and rural economy. In this paper, the new rural financial institutions in Hunan current development and issues in-depth analysis on how the development of new rural financial institutions, decision-making analysis.
