Abstract


Constitutional government as one of the hallmarks of modern political civilization , has become the pursuit of the common values ??of human society . The market mechanism has been widely adopted as by far the most effective means of resource allocation . Well , in the constitutional system and the market economy system , the conduct of the government , especially the government's economic behavior how positioning both positive and negative lessons ? After twists and turns to explore and learn from at home and abroad in 1998 , China proposed the establishment of public finances the goal of the system . Finances is public power allocation of resources , it is not only to maintain the national operation based on political foundation is to promote the harmonious development of the relationship between the state and citizens . Visible , fiscal itself has both political attributes , but also has economic attributes . This paper argues that the public finances is compatible with China's socialist market economy , finance, financial is also consistent with the modern constitutional concept .
