Abstract


At present, China is in the crucial period of social transition, all kinds of contradictions are increasing, seriously affected the social, political, economic and other aspects. Therefore, public crisis management has become a most realistic challenge for the Government. Government as a public service providers and public affairs manager, they must play a leading role in crisis management. However, the government control limited resources and its power limitation, it’s impossible for them to take on all affairs in the process of public crisis management.They must need participation and support of social forces in order to successfully address a crisis. Non-governmental organization becomes a major force progressively in the course of socioeconomic development, which should and is able to play an important role in the public crisis management. Therefore, how to give full play to its role has become an important issue resolved urgently in the public crisis management. This paper is upon this issue to be explored.This paper is divided into five parts. The first chapter overviews the current situation of non-governmental organization at home and abroad; The second chapter defines related concepts of non-governmental organization and establishes an analytical framework for the role it plays; The third chapter studies the role non-governmental organization in public crisis management systematically based on life cycle of crisis management, the government management function and different subjects combined in public crisis management; The fourth chapter in referring to foreign non-governmental organizations involved in the advanced experience of public crisis management defines role non-governmental organizations playing in China; The fifth chapter according to the situation in China, puts forward a number of countermeasures in role shaping for non-governmental organizations and gives full play to the role in public crisis management.
