Abstract


The pension insurance fund is an important part of the social insurance fund , and it 's running good or bad for the effective operation of the social insurance system play a crucial role . China's pension fund supervision following question: regulatory legal system is not perfect ; authoritative institutions for unified management ; regulatory over-reliance on administrative means ; the social supervision body becomes vacant ; investment regulatory system is not perfect ; medium-and long-term early warning supervision defect more serious problems. The existence of these problems of the pension insurance fund to the risk of misappropriation , a direct impact on social stability and economic development , and therefore has important theoretical and practical significance to study China's pension fund regulatory system . In this paper, on the basis of fully learn from the United States , Germany, the two countries typical Social Security pension fund regulatory successful experience , analysis of the status quo of China's pension fund regulatory and insufficient , at the same time , combined with the legal system of China's pension fund regulation the system of supervision and management system existing high-risk situations , establishing the theory of China's pension fund regulatory framework .
