Abstract


The rural land circulation system was finally launched till the opening of the Third Plenary Session of 17 National People’s Congress (NPC),the CPC Central Committee issued the decision "push forward the rural reform and development on a number of major issues," this decision specified in the rural land circulation guidelines and principles, it also mentioned that governments at all levels must speed up the rural land circulation. It was the first time that the central government had given farmers the right to transfer their land-use rights at free since the founding of the People’s Republic of China in 1949. From the experiences of western countries, we can see that circulation of agricultural land is the inevitable trend of social and economic development.This dissertation analyzes the policy process of the rural land circulation system using the Theory of the Multiple Streams. Content of the dissertation consists of foreword, the three-chapter text and the epilogue:The first chapter foreword mainly introduces the background and significance of selecting this topic, the research contents and methods, and the train of thought in order that the thread of this dissertation could be easily followed.Based on the definition of rural land circulation and an overview from 3 different stages for the development of Chinese rural land circulation policy, the text focuses on what are the problems streams, the solution streams, the political streams and the window of opportunity of rural land circulate, as well as how the problem stream, the solution stream, the political stream and the window of opportunity formed. Meanwhile, the content of the text also points out that the theory of the Multiple Streams has a certain explanatory power for the policy process of Chinese Rural land circulation at the end part.The conclusions of this dissertation are drawn in chapter four. According to the problems we met in the analysis process, this chapter also puts forward the relevant policy proposals in the end.The last part is the epilogue, the epilogue pints out that the Chinese rural land circulating is a long-term process; it needs to be driven forward legitimately and steadily.
