Abstract


Along with the rapid development of social economy in China, the constraints from resources and the environment is gradually emerging, sustainable development of Industry is more and more needed. "12th Five-Year" Plan proposed that promoting industrial restructure and upgrade, changing the mode of economic development. So from the perspective of developing circular economy to study the industrial structure adjustment in order to promote economic development, resource conservation and environmental protection coordination between the three, becoming a very important research topic.This paper based on the lot of reading literature and data collecting, taking the elaborate the theory, analyze the situation, and make recommendations as research ideas, combined with empirical analysis and normative analysis, quantitative methods and qualitative analysis methods, and take them as research methods, then study the timing on the development about circular economy to adjust the industrial structure of the industry, contacting the relevant overseas experience recommendations to adjust the industrial structure based on the development of circular economy in Shaanxi Province.Firstly this paper changes in industry structure in Shaanxi Province, environmental change, resource use, industrial wastewater, waste gas, solid waste time on other aspects of the longitudinal, transverse and other provinces on the comparative study Environmental Kuznets curve model with come the development of circular economy in Shaanxi Province has a strong urgency. After the course, this set of three industries in Shaanxi Province for the development of circular economy analysis of preferences, changes in industrial structure and economic growth through the contribution of the angle between the vector model of the structure of the secondary industry reached changes on the greatest contribution to economic growth in Shaanxi. Again, according to thirty-six industrial sub-sectors in Shaanxi Province, within the economic, resource utilization, environmental impact and other related indicators to establish the evaluation system about the preferences of industrial structure adjustment based on the development of circular economy, with comprehensive evaluation of the relative potential model, has been the industry which need to adjust and the problems that perspective development of circular economy industrial structure adjustment of Shaanxi Province. Finally, contact the relevant practical experience in developed countries pointed out the path and countermeasures of industrial structure adjustment based on the development of circular economy in Shaanxi Province, helping the related departments to formulate policies and decision-making.
