Abstract


In traditional criminal justice system’s many problems and critical reflection based on the rule of law in developed countries and the West, and developed a response to crime victims and completely different approach, that is Victim-Offender Mediation. Victim-Offender Mediation consistent with light punishment, or decriminalization of international criminal justice reform, which has become the criminal justice system in many countries an important part.This article through regarding the Victim-Offender Mediation’s concept, the background and the development as well as the Western pattern introduced briefly that proved our country to construct the Victim-Offender Mediation s necessity and the feasibility, and regarding aims at criminal reconciliation contents and so on system suitable principle, scope, condition, procedure to propose own viewpoint. Contributes a spot meager strength by the time establishment of the Victim-Offender Mediation.
