Abstract


20 Since the 1990s , as economic globalization and information technology continues to evolve, expanding business scale , scattered in various business units are not uniform rules of conduct , such as non-standard service process management to the enterprise group adds great difficulty , making existing organizational structure had to re- integrate , so financial shared services emerged. As a new integration of resources management, financial shared services through the easy- standardized financial business process reengineering and standardization , to reduce costs , improve customer satisfaction , improve service quality , improve business process efficiency. Today, financial shared services have been widely used by foreign multinationals , and proven benefits are remarkable . Despite the introduction of the model of late, but there are already a growing number of enterprise groups in the gradual trial and promotion. This article is an in-depth study on shared services abroad monographs and papers as well as application cases , based on systematic and comprehensive summary of the concept of a shared services model , features, advantages and disadvantages , such as the scope , and then through the development process of China's telecommunications business needs , starting from theoretical and practical aspects discussed the implementation of China's telecommunications conglomerate financial shared services model involves a number of key issues and relevant research status at home and abroad , summed up China's telecommunications enterprise financial management shared services program designed six big key factor solution architecture , implementation steps and the assessment and control , and finally evidence of financial shared services model in the implementation of China's telecommunications business . This paper focuses on the shared service center implementation plan, site selection , and performance assessment made ​​it difficult for financial shared service center in place solutions that combine multiple indicator analysis constructed shared services location model , introduced in the performance assessment theory based on the balanced overall performance evaluation system , Sigma evaluation .
