Since reform and opening , China's manufacturing industry cluster numerous or active , or passive integrated into the global value chain system, which has become an important part , and has achieved initial development . However, at present , these clusters generally suffered internal and external crises double whammy , industrial upgrading demands is imminent. And on the theory of upgrading industrial clusters , currently under study process, a systematic exposition less . This paper argues that China's manufacturing industry cluster development level is still low, light-based industrial structure , the majority being locked in the low end of the value chain links, but its upgrade is feasible. This paper tries to global value chain theory and upgrading of industrial clusters based on the theory , combined with China's manufacturing industry cluster status and abroad typical case , by induction and deduction , to tease out the possible upgrade the cluster model and the corresponding upgrade strategy . Articles on the basis of previous studies , creatively put forward China's manufacturing industry cluster along the OEM-ODM-OBM upgrade path might take five different upgrade mode , for each model structure and upgrade the cluster principle analyzed and compared , and the different upgrade mode , the cluster upgrade drivers , upgrades, levels and other aspects of a comparative study . This article is also based on the combination of existing national cluster policy , namely the national , local governments, enterprises in the cluster cluster Union and the four different from macro to micro level, put forward their own cluster upgrade strategy . Finally, a typical example of Zhejiang industrial clusters , were examples of validation.
