Abstract


With the progress of human civilization , socio-economic , science and technology , continuous development of people's living standards rise , more and more human nature request , to a serious extent of the damage to the environment , the environmental pollution problems become mankind into one of the most serious social problems faced since the industrial age . To protect the ecological environment and achieve sustainable development , environmental and legal system must be strengthened . In our long-standing concept of the rule of law and the legal environment under the influence of environmental administrative omission has become a prominent issue in China 's environmental administrative law enforcement . The same time , the environmental administration as having a greater harm , objectively there some hidden . Therefore , it is necessary to focus on China 's environmental administration is not as perfect system theory , the specification environment environmental supervision and management of the administrative body , to better promote the field of environmental protection administration according to law , in order to adapt to the needs of the current environmental practices to achieve sustainability development. From basic theory to explore the environmental administration is not as basic theory , detailed definition of the concept of environmental administrative omission , characteristics . Starting from the analysis of environmental administration is not as constituent elements , gradually explored as the classification of the environmental administration , to recognize its dangers . The article focused analysis of the environmental administration as the reason , in order to deepen the understanding of the environmental administrative omission essence . Final study summarizes the advanced experience of foreign regulatory environment administration is not as the actual situation in China , based on the successful experience of foreign contact , analysis of specific problems in China 's environmental administrative law enforcement , targeted solutions to constraints the environmental administrative omission occurred purpose , to achieve the effect of environmental issues to improve the state of the environment , in order to achieve the harmonious development of human and natural .
