Abstract


Europe is the birthplace of the theory of national sovereignty, and in Europe, the process of modernization and constantly enrich and develop the theory of sovereignty. Sovereignty is the legal phenomenon is a historical phenomenon, it is in practice based on human constant development and improvement. From the initial concept to the budding theory of continuous improvement of sovereignty, sovereignty theory development in the debate in practice improvement. After World War II, the world economy on the track of rapid development, scientific and technological level of rapid increase, the state increasingly close cooperation in the world economy into the era of globalization. World economic growth, economic globalization has brought new opportunities, it also brings a series of problems, the issue of sovereignty is one of them. With the development of globalization, many problems are solved by one country alone can not establish a stable international order need to formulate the rules of globalization makes the rapid development of international organizations, began to develop in the world has played a pivotal role. International organizations should play a role, there must be transferring sovereignty of the Member States as a precondition, it is impossible without assignment of the right to work smoothly. Real needs and traditional theory of sovereignty collision sovereignty dilemma along with the process of globalization. How to face a new era of sovereignty, sovereignty theory of what happened how we should recognize these changes become reality must be taken into account. Began in the mid-20th century European integration process from initial exploration to today's tough world a strong EU became arguably the world's most successful regional international organizations. Prior to conducting the process of the United States encountered a lot of resistance, the main reason is an obstacle to autonomy, to achieve Europe in the political, economic, and military aspects of the integration is bound to request the Member States have transferred part of their sovereignty to the European Union agency. EU organizations in the development of European integration has played a major role, and its power is ultimately derived from the alienation of Member States, the traditional concept of sovereignty and the real needs enormous contradictions, and the EU is in constant encounter problems continue to grow and develop problem-solving can be said that the success of the EU is the world's historical feat. Restricts national sovereignty integration process, and the development of integrated national sovereignty gave the theory provides a new path. National sovereignty and integration processes influence each other mutual restraint to promote development of the theory of sovereignty. Because of this sovereign authority transfer or assignment is persistent, and fixed by international treaty, the EU within the scope of its jurisdiction exercised authority, as sovereign nations, like exercising with stability. EU member states are also in the process of transferring sovereignty reflects the voluntary, equality, step by step, institutionalized and legalized other characteristics, for ensuring the smooth development of European integration is crucial. Inability to economic sovereignty from the political, legal sovereignty can be said transferring European sovereign practice walking in the forefront of the world, every step of the process of European integration has become a largely international political, economic, legal testing ground on the development of international relations and international law have had a profound impact. Their admirable spirit of bold exploration and their successful experience more worthy of our study and learn. Each small step in Europe is likely to mean that the world's a big step to study the practice of transferring sovereignty of European integration for the solution to our current dilemma encountered sovereign development of the theory of sovereignty to see changes to better safeguard national sovereignty and modernization of great significance.
