Abstract


Terrorism and gradually developed into a global problem , has become a threat to human survival and security of the important content. Rampant crime of terrorism in Central Asia , the Central Asian countries to the peace, security and stability posed a serious threat . Combating terrorist crimes , becoming the maintenance of security and stability in all countries an important form of peace and development to become an important safeguard , but also the obligations and responsibilities of all countries . Extradition as an effective way of combating terrorist crimes , more and more national attention. This article first defines terrorist offenses and extradition made ??, on the basis of this theory by comparing the existing cooperation to combat terrorism and crime , the fight against terrorism and crime that the extradition of necessity . Also studied already in the Shanghai Cooperation Organization on terrorism offenses extradition content and relevant international conventions and bilateral treaties , combined with the success of China and Kazakhstan extradition case analysis .
