Abstract


Terrorist activities is an ancient phenomenon, its history is as old as piracy, kidnapping and robbery. But as international terrorism, rampant worldwide, after the 20th century. Especially suffered after the terrorist attacks in the United States on September 11, 2001, issue of international terrorism has increasingly become the focus of attention by the international community and all countries, terrorism constitutes a serious threat to the security and development of the countries in the world and the international community, anti-terrorism The struggle has become an urgent task for the international community. Awareness of the international community to terrorism there is much controversy, there are still many differences on the question of liability of terrorism, international cooperation in the fight against terrorism is still very uncoordinated, international anti-terrorism legislation is far from perfect. Therefore, it is necessary to carry out in-depth discussion and study of international terrorism and the fight against terrorism.
