In 1903, Wright brothers had invented the first machine powered human air craft, since then aviation activities had been developed very fast in the world wide. With the improvement of science technologies also encourage politics, military and economy needs increased; the fly voyage, height and density of aircraft had been improved and developed with its’ kinds, amount and performance. "Air control" was brought to ensure the safety and unhindered for aviatic flying. While the policy of air control was been developing, the rise of globalization had been encouraging it a lot, the development of air traffic controlled policy had huge effecting in many ways, especially in economic development, fast propagation and use of technology, the matureness of market economy, also included increasing effecting of international organizations and regulated systems.Based on the background of paragraph was globalization, from economy, technology, administration systems, development of global organizations, international organization and regulated systems, to looked back each step of Chinese air controlled policy, to combine with current situation in China, and then analyzed the success and failing of Chinese air traffic controlled policy when it had been carrying out, also brought out suggests from myself which contained strategy of Chinese air controlled policy and the problems needed to be pay attention with. Also pointed out in conclusion, there was unchangeable development tide in modern globalization, needed to consider 2 sides for the development of Chinese air traffic controlled policy: firstly, fully use the great opportunities from globalization, keep up with the international rules actively, less pressure on supervision, and improve in service, to promote the fast grow of civil aviation; secondly, Beware of negative side from globalization, encourage the reform of air traffic controlled policy based on country’s basic state, and need to a keep right amount of openness, also to realize the independence, ensure the balance of development in territorialanti-aircraft defense and civil aviation.
