Abstract


SHANDONG XINFA Pharmacy limited company locates in Dongying city. Dongying was set up because of the developing of the shengli oil field. After more than 40 years developed, the oil exploration industry is reducing. the transformation of the city is now beginning. So how a high-tech enterprise existences in a transformation of the city is a good question to discuss, which generally grow up in big city near the universities and research institutions.This paper takes the theories of strategic management,regional economics and the empirical analysis, interview sample and statistical methods as main study methods, takes the non-state owned high-tech enterprises which locates in a middle-sized developing city during the period of the transformation as the study object. It uses the PEST and SWOT as study tools, analyzes the SHANDONG XINFA Pharmacy limited company’s external environment and internal condition. Because of SHANDONG XINFA Pharmacy limited company needs more land and more money to set up, this paper studied the company developments strategy and designs a scientific strategy based on the special conditions of DONGYING city.
