Abstract


As the transformation of the economic growth mode, China has entered upon a new historical stage. The economic development has gained tremendous advances, while . accession rate has remained poor. The point is that the economy growth of China does not bring on corresponding employment increase and the situation of getting a job becomes serious. It is of great importance to study how to relieve the great pressure on employment.The paper starts with the redefining of the employment elasticity , demonstrating the employment elasticity is a fator which shows the two-way refletion between the economical growth and the employment elasticity. By analyzing how the employment elasticity fluctuates among different industrial sections, the paper shows that it is the defective industrial structure that influences employment elasticity most. To improve the employment, we ought to enhance the employment elasticity in various ways, but it proved that different industrial sectors has different employment elasticity in terms of the analysis, so a conclusion was made that the most effective approach to make the employment elasticity better is the vigorous expansion of modern tertiary industry.The basic theories and approaches of Development economics, Macro-economics, Statistics, Labor economics and Economics of human capital are adopted in this paper to produce a fine resolution of enhancing the employment status. The papers shows that the employment elasticity differs among the three industries with different development trend. To be specific, the employment elasticity of the primary industry descends continually, while the secondary industry remains stable and the tertiary-industry develops greatly. The paper draws a conclusion that the best way to improve employment elasticity is to vigorously expand the modern tertiary-industry In the end, the paper shows us the countermeasures of how to adjust the industrial structure to improve the employment elasticity, including the concrete solutions of agriculture, industry and the tertiary industry, problems which have been solved and which remain unsolved are also referred.
