Abstract


Housing is a basic human rights and needs, \Housing problem is one of the problems of modern urban society is the product of urbanization and industrialization. Along with the development of industrial economy, the formation of regional differences in the urban economy and industry differences, there has been the phenomenon of social stratification, the city appeared a considerable number of low-income families; while the city as a gathering place for economic, industrial and high population in the city concentrated, resulting in a supply of urban land and housing huge demand, the shortage of housing supply, housing prices rose. Two factors led to the housing difficulties of urban low-income families, resulting in a housing problem. In the industrialized countries of the world have produced a period of accelerated development of income differentiation and housing issues and other social issues. Faced with an increasingly acute social conflicts, governments in accordance with their social system, economic system and cultural backgrounds, were taken at different times of the different public housing policy, the establishment of different modes of housing security system, and to solve the housing problem As a basic function of government. After the reforms, with economic development and housing reform, China also appeared in the housing problem, the city has a considerable number of housing difficulties of low-income families. Improve the urban housing security system, to solve the housing difficulties of urban low-income families should be the government's public service is an important duty. Based on China's current socio-economic context, through the foreign policy of public housing characteristics analyzed and summarized, as well as the development of housing security policies historical review, analysis of the current mode of operation of housing security policy situation and problems; and Zibo as cases analyzed affordable housing and low-rent housing two kinds of housing security policy model housing development at different stages of different roles, each city should be based on the level of economic development of the region as well as the living conditions and living standards, create and select a different housing security policy model and ways to achieve policy goals. At this stage, Zibo City housing supply should be chosen to protect low-rent housing policy focused model, and as the main means of monetary subsidies. While filtering effect through the housing and policy guidance, to establish a multi-level urban housing supply structure and the sale and lease of both the housing market and achieve housing echelon consumption, solve the housing difficulties of low-income families.
