Abstract


Up to now, the responsibility of public personnel management has been a thorny problem and also a relatively complex problem in many realistic problems of public personnel management. So selecting a specific domain of discourse to discuss this problem is useful for the understanding of the public personnel management responsibility; And the study of public personnel management responsibility advocates harmonious society and scientific development, which can not only help to realize the balance between the organization and individual development, personal freedom and all-round development, but also can be a solid strength to promote social’s all-round progress. With the constantly enriched knowledge and information, the rapid development of high technology and globalization and new economic wave swept, work society also violently has a series of changes.This article analyses the connotation and denotation from the nature of work, and also analyses the working content and form. Moreover, the evolution of work based on human social practice foundation and the change of the concept have also been analyzed. Namely, based on the analysis to examine the management of public personnel, this dissertation examined and analyzed the traditional working social public personnel management responsibility problems, so it is not difficult to find its ontology flaw. Thus the modern work under the social public personnel management function is no longer a single pursuing organizational efficiency and should be in the pursuit of organizational efficiency at the same time satisfy the rational value employees appeal .And on top of this, the function of public personnel management should pursue the organization development as well as social contribution; this is the modern work society of personnel management responsibility under the realization of public policy. Of course the way of realization also involves the rich and change of public personnel management idea, management center of gravity (management content), management principle and management methods in several aspects.
