Abstract


Local self-government is a political science, law , sociology topics of common concern . Lack of respect at home and abroad United States, Britain and other countries writings local government system , and for Russia 's relatively weak local autonomy . In fact , the Russian reform lessons for our more reference value and significance of alert , after China and Russia have similar historical background and institutional traditions , there is a similar problem. Studies of the Russian system of local autonomy for decentralization , local autonomy and political reform to expand greatly. In this paper, institutions, practices and theoretical aspects of the system , a comprehensive study of the system of local self-government in Russia . Russia's long tradition of local autonomy .
