Abstract


The family planning policy is China's basic national policy . 20 years of family planning work , and gradually formed a major social constraints means of publicity and education , administrative constraints , economic reward and punishment mechanism to promote family planning work . Practice shows that , with the working mechanism of the personal nature of the planned economy and the rule of law is not a sound social and historical conditions , has made remarkable achievements in reducing fertility , control of population growth . However, with the changes in China 's political and economic system , and the continuous improvement of people 's awareness of human rights of the masses , these operating modes has been unable to meet the requirements of the development of the situation . September 1, 2002 after the People's Republic of China on Population and Family Planning Law \in the process of implementation of the family planning policy , the effectiveness of administrative means often higher than a method of family planning , highlighting the phenomenon of administrative violations . The second problem is the lack of means of work , the traditional means of family planning work has never considered the question of legality , only to consider how to complete the task , and must now consider the legality of the means of family planning administrative and civil rights protection , so that the original the work means lost the role in practice . Finally, the performance of work ideas on family planning to implement the goal of responsibility assessment system , resulting in the government work to focus only on the completion of the objectives in the short term , there is no understanding to solve the population problem is a complex social system project requires long-term publicity and education . The use of public management theory of the family planning policy in G City perform failure analysis of the causes , and puts forward recommendations to prevent the failure of policy implementation . This paper is divided into four parts . The first part described the evolution of China 's family planning policy , and the policy to achieve results and produce . The second part mainly analyzes the G City Planned Parenthood 's history as well as current problems third part analysis of the causes of the problem . The fourth section presents recommendations to prevent the failure of the family planning policy implementation .
