Abstract


The great social effect of high-tech applications makes its "double blade sword" features more prominent. One hand the development of high technology has brought material wealth to human development and living facilities, the other hand, high-tech applications in the social benefits are also accompanied by a negative one. High-tech crime is an extreme negative effect social form of application of high-tech. Criminals use high-tech intimidating social order and undermine the survival of the human system. High-tech public security system must be build to restrict high-tech crime impact on society. The establishment of high-tech public security system is one of the major technical constraints to high-tech crime, and it is also the last barrier to prevent and reduce the social impact of high-tech crime.The establishment of high-tech public security system put forward higher requirements to the investigation officers. The improper operation of high-tech also will bring the invasion of privacy, violation of civil rights and the other. How to define the scale of high-tech public security using, and maintain a balance between the public safety and the maximize interests of community members, this is an important part of an important part. In dealing with relations between the two, humanism, community interests maximize and against the technological doctrine are the important standards.The reasonable implementation standards of the public security high-tech need high quality officers. The quality of china public police officers is not meeting the requirements of handling cases with high technology. The establishment of scientific using personnel and training mechanism are the key to establish high-quality polices.
