Abstract


Land reclamation is an important means of human to expand the living space and production space marine, at this stage of rapid economic development in China, the growing shortage of land resources, land reclamation will undoubtedly become an important way of access to land resources in coastal areas, and has already played out considerable social and economic benefits, has had a huge impact on regional development. However, we also can not ignore the side effects of land reclamation and irrational reclamation tend to have a great impact on the regional ecological environment and urban safety. Country as the owner of the waters, the macro-control and effective management of land reclamation. Land reclamation belong to marine management areas, and urban planning, land management also has a very close relationship. Our waters belong to the state, that Western countries are essentially different. Therefore, we can draws in part on management systems and the advanced experience of foreign countries, but can not copy. Waters management in China started late, initially set up the framework of a management system, including marine function zoning, including compensation for the use of the waters of ownership management and waters. But we want a clear understanding of the waters management aspects of the legal system and management system is far from perfect, fuzzy interpretation of the law and the lack of management systems, so that the government often feel helpless in the management of land reclamation. \This paper describes our waters use system in the management system concepts and basic content, a careful analysis of the existing problems in land reclamation development status and waters use system, which includes the waters ownership management systems, marine function zoning system, The waters in the system of paid use of a variety of problems to be solved. Tianjin Harbor Industrial Zone and other areas in the waters management practices, and summarizes some practical experience, and put forward countermeasures to solve waters management system problems. Which focuses on the problem of sea use rights and land use rights of convergence of interest in the waters of the management system, waters supply mode, the fishermen compensation methods, some creative new means to improve the use of sea areas system. This paper provides a new method of management of sea areas in the management of land reclamation provides a new idea for the government to strengthen macro-control of the sea, land and other resources, and open up a new way.
