Abstract


With the persistent overheating of rural migrant worker tides and the appearance of shortage of rural migrant workers since the late 1980s, the issue of rural migrant workers has long been the focal point in the academic circles. Nowadays, the promotion of earnings for the rural migrant workers in Guangzhou area has been seriously restricted by their poor vocational technical skills and other factors. What’s more, their low willingness attending vocational training also hampered the development of themselves. Meanwhile, all these phenomena have also impeded the industrial structure upgrading of Guangzhou and the promotion of the overall competitiveness of the city.In this article, the nature of goods of vocational training towards rural migrant workers was analyzed under the theory of public goods and Maslow’s hierarchy of needs at first, which concluded to the government responsibility in the field of vocational training towards rural migrant workers. During the research, the questionnaire survey and in-depth interview were applied to comprehend the present situation of the vocational training towards rural migrant workers in Guangzhou area. At the same time, hierarchy of the vocational training towards rural migrant workers was constructed under Maslow’s hierarchy of needs. The factors that influence the training were analyzed through statistical data. For example, the age hierarchy of rural migrant workers, academic qualification, earning, post, career expectation, trend of living in the city for long, effect of vocational training, and so on. At last, aiming at the restricting factors for training, on account of the policies and laws, fiscal guarantee, publicity education and training mode, etc, some measures, which help to improve the vocational training towards rural migrant workers, were advanced in order to provide some reference to Guangzhou Municipalities to develop the training levels in future.
