The stubborn dangerous criminals who in the jail reform are destructive, abrupt and unsteady, and at the same time who have the infection to other criminals are the important part of the criminals who are held in the jail. The method which is not good and proper to manage, educate and reform this kind of criminals will block the implementation of the supervision systems, disturb the reformation order in the prison, bring great negative influence to the jail, threaten the safety of the supervision, and even bring serious social influence. So how to distinguish, manage, educate and reform the stubborn dangerous criminals scientifically has major realistic significance to performing penalty function and construction of safe, harmonious prison, which has become a new important topic to the prison police.This text takes S prison in the north of Anhui as the foundation, takes 60 stubborn dangerous criminals (about 2.86% of the total criminals in this prison) which are distinguished from 2010 to the first half of the year 2011 as sample. I used many methods, such as Questionnaire Investigation, Individual Talk, Psychological test and so on to collect amount of data, on the basis of which this text analyzes and research the problems about educating and reforming the stubborn dangerous criminals at present in the prison in our country. Besides five standards in the Work Rules on Educating and Reforming Criminals in the Prison released by Department of Justice of China, we should focus on uncertain factors in the supervision safety to distinguish and identify the stubborn dangerous criminals scientifically through the appearance characteristics of criminals. This text, based on data analysis, points that the constitution of the stubborn dangerous criminals has the features "mature, not well educated, long sentenced, obviously violent, and firstly crime" and elaborates the psychological and behavior features of the stubborn dangerous criminals through analyzing their psychology and daily behavior. The text also analyses subjective reasons and objective reasons why they become the stubborn dangerous criminals and the harmfulness. Through the concrete analysis above, the text points out that reforming the stubborn dangerous criminals in the prison is especially important and lay the foundation to formulate effective, targeted scheme to educate the stubborn dangerous criminals. The text also elaborates working philosophy and principle to educate and reform the stubborn dangerous criminals, and points out that educate and reform the stubborn dangerous criminals should insist on the idea that’human can be reformed’ and ’education is origin’, and insist on’reforming by labor’,’education according to the law", ’correcting scientifically’ and’teaching with the help from society’. At the same time, I point out to make working mechanism and working rules and believe that to improve the quality of reforming the stubborn dangerous criminals we must make organizational mechanism, encouraging and restricting mechanism, business training mechanism and projecting management mechanism’ better. adopt the working methods ’accurately searching, clearly analyzing, tightly controlling and reforming by education’, establish working assessment and evaluation system to educate and reform the stubborn dangerous criminals, which contains establishing correct law enforcement idea, formulating scientific encourage policy and implementation plan, establishing complete security mechanism, strengthening psychological correction and training expert police team.
