Abstract


Expressway has played an important role in promoting social and economic development. Since 1998, in response to the Asian financial crisis, the country proposed to expand domestic demand and expedite paces of infrastructure construction by means of positive fiscal policy, and then expressway construction has been under period of rapid growth. In recent years, expressways have been mainly developed under the government’s guidance, reflecting with some positive significance, but their investment also exists with irrational aspects in some extent. They are: 1) Traffic volume has been identified with big gap between its prediction and actuality, which causes serious loss in operation. 2) Due to weakness of overall coordination, there are many“head-cutting road "phenomenon, so that expressway network can’t be integrally performed under expected function and efficiency. 3) Additionally, the expressway-invested corporate will encounter "bottleneck" of financing expressway development in the future owing to continuous funding and inadequate recovery for newly-built expressways, which makes it declining in financing under sustainable manner.Based on current situation on regional economy and geographical environment in Anhui province, its analysis will put forward to necessity for Xuzhou-Mingguan expressway. It also brings out construction grade, technical standard and fund estimate through site survey on traffic volume; the financing means is determined through its economic benefit and financial evaluation, which draws a positive national economic efficiency and financial profitability. Additionally it also shows the strong financially and economically risk–resistance as well as debt-repayment capacity. Such mentioned information provides basis in decision-making for Xuzhou-Mingguan expressway development.
