Abstract


Today is the time of Knowledge-based Economy. Technology is becoming more and more important in economic growth. The ability of S&T innovation has already become one of the most important factors for area competition. The study and evaluation of the regional innovation efficiency is quite important for researching regional economic development especially for China which with a vast territory and extreme regional diversity.The paper first offers the subject and significance of the study. Also, the research methodology and framework are discussed. Then the review is offered. In this section, the theories of regional innovation system and the theories of innovation efficiency are reviewed as the theoretical base of the study. To evaluate the innovation efficiency, it introduces the two models of Data Envelope Analysis: CCR and Aggressive Cross-evaluation. Then it makes a regression model using the value of cross-evaluation to discuss the factor which influenced the efficiency value.The result indicates that there are quite differences among different area innovation efficiency in our country. In a word, the area innovation efficiency in the east is higher than in the west, while that in the west is higher than in the middle area. Just for the evaluation result of the Malmquist index, it is reasonable to draw the conclusion that the area of east and west is better than the area of middle. In detail, there is much gap between Midwest and East of China and the development of middle region is comparatively backward. The results of regression indicates that there is a positive correlation between efficiency evaluation value and the proportion of enterprise S&T fund and the region education fund per capita, and that there is a negative correlation between region technology storage, the proportion of R&D investment and technology import.In the end, it proposes some policies to promote the area innovation efficiency from a macro point of view.
