The performance appraisal is very important in the enterprise, organization management. It is the foundation of human resource managent. At present, a problem that needs to be solved is setting up the performance appraisal system of the management of information communication of publice security. The methods of the performance appraisal directly influence the result and examine and correctness of the appraisal. Traditional performance appraisal can’t already meet the needs of modern management. So it is urgency to seek the new performance appraisal methods. Management by objective (MBO) is the management philosophy that emphasizes participating in management, determines the staff member’s performance objective through the superior and the subordinate discussing and carries on self-control and self-appraisal, in order to encourage staff member and raise efficiency. This thesis focus on the study of how to realize the performance appraisal of management of information communication system based on MBO.After the missions decompose of information communication department, the direction of MBO based performance appraisal was confirmed. Through the hierarchical decompose of the objects of information commucation department, it carries on the performance management in the course of program, execution, check and feedback of MBO and forms a closed loop. On the base of controlling and managing key flows, it fully exerts the function of guidance and encouragement, improves the work vigor and realizes the unity of work and management. Compared with the traditional performance appraisal, it can realize the 360°performance appraisal and reflect staff’s achievement from different angles. The appraisal result is more just, true, objective, accurate and credible. In the traditional performance appraisal, the staff only receives the direct higher authorities’ appraisal. Prejudice and unilateral feedback often lead to unfair appraisal. This bests the staff’s enthusiasm greatly.Through the case of management of information communication system of public security, this thesis studies and analyzes the MBO based general performance appraisal method. By using the MBO based general performance appraisal method, the department of information communication of public security established a perfect performance appraisal system with responsibility put in place, and clear assessment criteria.
