Abstract


With the accelerating of the process of education internationalization and economic globalization, the competitions of attracting overseas students are more and more intensive. Face to the competition of the United States, Britain and other traditional education export countries, New Zealand has made remarkable achievements in attracting overseas students, and education export has become New Zealand’s fourth largest income-generating industry. New Zealand education export not only has brought substantial economic benefits, what is more important is that it has widely disseminated New Zealand’s culture and education in the world. Surveying the whole education system in New Zealand, we can know the achievements not only because of the quality of its teaching standards, but more important is the success of its policies for overseas students.This paper is mainly through the study of its education system and especially its policies for overseas students to analyze the gains and losses of New Zealand exports. With its experience and our actual situation, we can put forward some practical measures to develop China’s education export market, and this is also the expected result in this paper. The study consists of three parts:The first part is the analysis of the background of the policies for overseas students in New Zealand, including neo-liberal ideas, domestic education reform, and international education export competition. Which the most important part is the background of international education competition, and detailed analysis of the main content of the International Education Agenda—A Strategy For 2007—2012. Including the Agenda’s goals, key outcomes, government’s overall approach, the roles of education providers, supporting organizations and government, and the Agenda’s significance.The second part is the study of the features of New Zealand’s policies for overseas students, there are: the government supporting policies, including capital investment, subsidy for the school which recruits overseas students, government propaganda, new institutions, cooperation, and international education exhibition and so on; the preferential policies for overseas students, including admission policies, scholarships policies, immigration policies, work policies and the special initiatives for Chinese students; the quality assurance system for study and the management methods for overseas students; the problems caused by New Zealand’s policy for overseas students, including the decline of education quality, lower ability to resist risk, and the social problems caused by overseas students.The third part is the focus of this paper, that is the enlightment of New Zealand’s policies for overseas students. Including opening up our overseas markets, improving our quality of international education, perfecting our management and service system of overseas students, appropriately adjusting our policies for overseas students.During the research, I used the Marxist dialectical materialism and historical materialism as the guiding ideology, and used the methods of analysis and comparison etc. In addition, this paper is on the basis of the results of previous studies, and under the background of international education competition to research New Zealand’s policies for overseas students. It summed up the characteristics of the policies for overseas students in New Zealand, pointed out the problems that exist in our policy, and proposed proposals of opening up overseas markets in China, improving the quality of international education, management and service system etc, to enhance our international competitiveness of education and international education reputation.
