Abstract


Administration by law is an important part of the fundmental strategy of administering a country under the law It requires the administrative organs execute authorities and manage public affairs lawfully Law is also the standard which evaluates administrative activities ft is the objective need of perfecting the socialist democratic politics and developing socialist market economy and it is also the important pre-statenlent of the stability of party and state policy. The general conditions and the basic experience of the construction of administrative legal institutions in our country have been concluded It is pointed out that ruling administration by law which sublates the administration by law is the fundmental content of the aim of the administrative legal institutions and the administrative democracy. It is regarded that enhancing the construction of the administrative institutions COfltifluOLlSly is the solid base Ibr pushing the administration by law completely. Furthermore , the concrete methods of enhancing the construction of the administrative legal institutions are listed It includes enhancing legital education for the counti?s administrative stall to improve their legal qualification , strengthening administrative law-rn aking government law-making qualification and law-executing measures The basic principles to grasp correctly the administration by law and the ways to implement the strategy of administering a country by law and to achieve the aim of constnicting an honest. dutifiil and efficient govement are discussed ?梩o manage administration accordin ~ to the rules of law which includes organization authority and procedure of administrative management It also presents The corresponding approaches to the major problems in the practice of the administration is presented.
