Abstract


With the deepening of the power system reform and the market competition mechanism is formed gradually, the power Transmission and Substation construction industry has undergone profound changes in the way of production and management.Gansu power Transmission and Substation Engineering company, an old electricity construct company, founded in 1958, for over 50 years,(its) business models and business ideas relatively are simple. With the electric power enterprises " separation of major reforms "put forward, at the same time, the power grid and the provincial construction projects bidding to protect the company policy of gradual abolition, and a large number of strong rise of private power transmission construction enterprises in Gansu was aware of the Transmission and Substation Company unprecedented crisis of survival, began to realize that" broaden source and cut cost" of the importance and urgency. The " broaden source" is a marketing category, this paper we will discuss " cut cost", that is project cost management.In this paper, a combination of theoretical and empirical analysis of research method is adopt. Through questionnaires and on the analysis of historical operating data, this paper will study from the quantitative and qualitative aspects of Gansu power Transmission and Substation Engineering company. We will find out the bug in the operation of the original system and the reason why the cost is out of control, why the profit declines and the company is facing a crisis of existing.Base on the analysis of the main reason, the author proposes a new cost-manage system which is fit for Gansu power Transmission.Based on the existing management system, a new, all-personal, all-aspects, the whole process manage-system is developed from the aspects of management level and management processes. Consolidating the management department’s role in the management system, interchange, restricting collaboration to ensure the true and accurate cost of the company projects.The original mode exists various problems. We find the causes through careful and deep analysis, then we take measures to strengthen management. Finally, we effectively reduce the cost of the project, avoid and reduce the corporate vested benefits loss through new cost management system.The example of the application of the system in the project of Jin Chu 500kV line Stresses the new project cost-manage system is fit for the operation method of Gansu power Transmission and Substation Engineering company. It is operative and Practical.
